We are a new division of our parent company Interstate Ag Plastics, which has been helping America's farmers effectively serve their communities since 2006.     Latest PCR Regulations by State

    California

    Assembly Bill 793 establishes recycled content standards for plastic beverage containers subject to the California Refund Value (CRV). The law requires a postconsumer plastic recycled (PCR) content standard of: 15% beginning January 1, 2022, 25% on January 1, 2025, and 50% on January 1, 2030. At least 75 percent of the total dollars spent must be used to purchase postconsumer recycled plastic products. Such products must have at least 20% postconsumer recycled content (calrecycle.ca.gov)

    Oregon

    PCR content is listed as a “must consider” in establishing the criteria for the graduated fee structure. Local governments must ensure 10% certified recycled content in roll carts, bins and containers purchased by service providers, “… certified by an independent verification standard, such as the Postconsumer Resin Certification Program established by the Association of Plastic Recyclers. Implementation begins
    July 1, 2025 (ACRC) 

    Washington

    Plastic beverage containers start at 15 percent in 2023 – move to 25 percent in 2026, and up to 50 percent in 2031. Plastic trash bags start at 10 percent in 2023 – move to 15 percent in 2025 and 20 percent in 2027. Plastic dairy milk containers begin at 15 percent in 2028, 25 percent in 2031, and 50 percent in 2036. Household cleaning and personal care products start at 15 percent in 2025 – move to 25 percent in 2028 and 50 percent in 2031 (Department of Ecology, State of Washington) 

    Colorado

    Minimum PCR rates will be proposed by the Producer Responsibility Organization (PRO) in the program plan. A timeline and funding mechanisms will be established for 2030, 2035, and post-2035 targets. A high level of PCR is listed as one of the incentives to lower fees under eco-modulation. Implementation anticipated in early 2026 (HB1355) (ACRC) 

    New Jersey

    Plastic rigid containers are expected to comply with 10% recycled content by 2024, with 10% increases every 3 years up to 50% . For Plastic beverage containers, 15% by 2024 with 5% increases every year up to 50%. For plastic carry out bags and trash bags, 20% by 2024 and 40% by 2027, respectively (SB2515)  (ACRC)

    Maine

    Minimum rates for plastic beverage containers start at 25% by Jan 2026 to 30% by Jan 2031. Eco-modulation fees will be set during rule making; recycled content will be considered as a potential incentive. Implementation anticipated by 2026 (LD1541) (ACRC)
